Pembrokeshire County Council LDP Candidate Sites

PCC chose to adopt the alternate system for the new LDP which invites people and developers to propose "Candidate Sites" for Residential Development.
Despite the Candidate Sites not being agreed.
Most of these sites are now advertised in the Local Estate Agents for Sale.
When I have asked PCC what can I do with the site if I wished to develope it I was told.
If it is within the Settlement Boundary, there is a "PREDISPOSITION" for Development.
I asked if it was in the Conservation Area, there are ways around this.
If it was covered by mature trees in the Conservation Area,there are ways around this.
If it is within the Town Walls with only pedestrian access, there are ways around this.
WERE WE CORRECT WHEN WE SAID THAT THE INTENTION FOR THE NEW PROCEDURE WAS A DEVELOPERS CHARTER AND A REWRITING OF ALL PLANNING LEGISLATION BY THE BACK DOOR.
Wales appears to ignore the government guidelines on Brown Field Sites.
